Changes To Council Tax Benefit Agreed In North East DerbyshireWorking-age people who receive Council Tax Benefit should expect changes to their bill from April after North East Derbyshire District Council approved its new scheme.

Local authorities have had to adopt a new system of calculating the benefit after the government announced cuts in the amount councils are given to fund the scheme, affecting the level of support claimants receive.

In North East Derbyshire, the new scheme means all working age people who are eligible for Council Tax Benefit will have to pay some of their bill in 2013 /14 - at least 8.5% (approximately £85 a year for a Band A property).  Previously some people were eligible for a 100% discount.

Pensioners will not be affected by the changes - they will still receive the same amount of help to pay their bill - and the council will continue to disregard war pensions when calculating the level of support someone is entitled to.

The council is also introducing the following changes, to come into force at the same time:

  • Owners of empty properties or second homes will have to pay 100% of their bill (previously they were eligible for a 10% discount).

  • The period of exemption for empty properties will be reduced from six months to three months.

Council Leader, Cllr Graham Baxter MBE, said: "Changes to Council Tax Benefit are being introduced as part of the government's wider welfare reforms, which will have a significant impact on people.

"All local councils have been required to implement a new scheme and we have adopted a system that we believe is as fair as possible to those on low incomes - and that protects people currently of pension age from any benefit reduction - balanced with the need to make up the cut in government funding."

Cllr Baxter added his thanks to the hundreds of local people who took part in last year's public consultation about changes to the scheme, which initially proposed a reduction in support of up to 20%.

Government since introduced a new 'default' scheme which gave councils the option to reduce this to a maximum of 8.5% in 2013 / 2014.

North East Derbyshire District Council agreed to adopt this level of reduction at its Council meeting on Monday, 7th January. The changes come into force from 1st April 2013.
