Report Into Incinerator Recommends Approval

The Chesterfield Post has learned that, ahead of the Planning meeting at Derbyshire County Hall on Tuesday, the Strategic Director's report will recommend to the Committee that planning permission for the site is approved.

The lengthy report states in conclusion that, after a thorough investigation, the implications of a waste facility being built on the former Cammac Coal Depot at Dunston would not "raise any substantative conflicts with the provisions of the development plan" and it is "recommended for approval subject to the conditions set out in the Officer Recommendation."

Broken down, the report says that "whilst there is a wide range of opinions about potential effects of the emissions, there is no conclusive evidence to support any objection on such grounds."

It also states that "there have been many objections on Highway grounds, but the number of vehicle movements generated in total and those in comparison to those generated by the business activity at the site, doesn't give rise to any grounds for refusal."

They maintain that there is nothing in the proposal that could be regarded as "a bad neighbour that would be detrimental to the further development and redevelopment of the area."

There are however several conditions attached to the report's recommendation.

Amongst them are:

  • That the development of the site must commence within three years of permission being granted,

  • There will be restrictions on the times that waste can be delivered to the site - Monday to Friday 0700 -1700
    Saturday 0700 - 1700

  • The processing of waste at the materials recycling facility would only take place Monday to Friday 0700 - 2200
    Saturday 0700 - 1300

  • The proposed waste management facilities should not be brought into use until the site boundary has been secured.

  • No felling of trees and clearing of vegetation should take place between 1st April and 31st August (the bird nesting season)

However a full meeting will take place at Matlock on Tuesday afternoon at 1pm.

The issues raised in the report will be fully discussed and the public is welcome to attend.
